"Single Issue" Amendment Committees.

CONSTITUTIONAL AUTHORITY IN THE STATES 

The States alone have the authority to “limit” the agenda and authority of a Federal Convention.  The Constitution does not authorize "Open" Conventions.  The States alone can Call for a “Single Issue” Convention to propose Amendments .  When the States agree among themselves through "Interstate Agreements", independent of their "State Resolutions" Calling for a "Single Issue" Convention,  or through "Delegate Legislative Resolutions" they can determine the purpose, terms, conditions, duration, and agenda at the Convention.  The Delegates sent by the States to a Convention are Ambassadors of the States, not independent agents. 

 

Congress does not have the authority to define a “Single Issue” Convention.  Congress’ authority, under Article V of the United States Constitution, requires it to convene a Convention as Called for and defined by the Several States. 

 

The Constitution reserves to the States the right to "Call" for a Constitutional Convention for the purpose of proposing Amendments when Congress and/or the Courts refuse to address an egregious wrong suffered by the people. 

Article V  -  United States Constitution  -

"The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; . . . "

The Constitution guarantees to every State a Republican for of Government which gives each State equal standing when Calling for a Convention. 

Article IV, Section 4  - United States Constitution  -

The United States shall guarantee to every State in this Union a Republican Form of Government, . . . ”

AMENDMENT COMMITTEES:  Supporters can also contribute to the advancement of specific Amendment Initiatives by assuming an advisory role on selected Committees.  Periodic conference calls for Advisory Members provide a forum for discussions and suggestions on how we may best secure the needed "Single issue" Calls (Resolutions) on Congress from State Legislatures.
